Yorkton Area Delivery Service Binding Open Season for Existing Capacity

Binding Open Season Package for Yorkton Area Delivery Service (November 25th, 2019 to December 20th, 2019)
TransGas Limited (TransGas) hereby announces a Binding Open Season for Yorkton Area Saskatchewan Delivery Service to solicit commitments from new and existing delivery service customers for potential delivery projects for existing capacity in the area as shown on the TransGas map below.
This Binding Open Season is being conducted pursuant to the terms and conditions contained within the TransGas Comprehensive Tariff (the Tariff), as amended herein. In the event of a conflict, this notice shall prevail.
This Binding Open Season will be offered for existing capacity of up to 10,000 GJ/d dependant on location, for firm delivery transportation. Please note, available capacity in the Yorkton Area may vary from location to location as a result of the variable hydraulic nature of the TransGas system. The Binding Open Season submissions will be assessed at TransGas’ discretion with intent to promote a fair offering to respondents. The Open Season response period shall commence immediately and will close on December 20th, 2019 at 4:00 p.m. Saskatchewan time.
Binding Open Season Background and Actions
TransGas continually assesses its system and customer specific facilities to enable transport service to meet growing demand. TransGas is hereby announcing a Binding Open Season to obtain commitment from delivery service customers with focus in the Yorkton Saskatchewan Area as shown on the TransGas map below.
This Binding Open Season will provide an opportunity for customers to obtain firm gas delivery service in the Yorkton Area, as early as February 1st, 2020. If the 10,000 GJ/d is fully contracted, availability for Interruptible Transportation (IT) will be limited, particularly in the winter months, and customers may be restricted to Firm Transportation demand levels. If this Binding Open Season is fully subscribed, TransGas may pursue an expansion in the area in conjunction with an Expansion Capacity Binding Open Season in the future. Interested customers are asked to submit their binding firm delivery commitments as outlined herein and TransGas will determine next steps to provide service.
Binding Open Season Process
1) Request for Firm Delivery Service Form
Each customer participating in the Binding Open Season that wishes to commit to firm delivery service effective February 1st, 2020 or later, must complete and return the Request for Firm Delivery Service Form. This form shall specify the following, as required therein:
- TransGas meter code, or customer land location.
- Requested gas delivery capacity (in GJ per day)
- Effective date of service (no earlier than February 1st, 2020)
- Term (minimum of one year)
The minimum contractual commitment required to qualify for this long term firm Binding Open Season is a 1 year term for Delivery Transportation service.
The Open Season commences immediately and will close at 4:00 p.m. Saskatchewan time on December 20th, 2019 for immediate available capacity. The completed Request for Firm Delivery Service Form must be returned no later than 4:00 p.m. Saskatchewan time on Friday, December 20th, 2019. Customers may submit requests for more than one delivery service and/or location. Submissions may be submitted via e-mail to TransGas at @email.
TransGas will acknowledge the successful delivery of your submitted Request for Firm Delivery Service Form.
2) Assessment and Service Offering
Immediately following the close of the Binding Open Season, TransGas will review the service requests received from the submitted Request for Firm Delivery Service Form, together with existing delivery service quantity allocations.
Binding Open Season requests will be considered as official firm delivery service requests. All responses to this Open Season will receive the same priority in accordance with the terms hereof. Submissions received after December 20, 2019 at 4:00 pm will not be evaluated with this Open Season process, and any associated demand requests received past the deadline will be assessed after all Open Season responses have been fulfilled.
The terms governing this delivery transport service will be as follows:
- The earliest effective date of February 1st, 2020 or a later specified date of choice as identified on the Request for Firm Delivery Service Form.
- Minimum 1 year term.
- Awarded via a 2 step process:
- Step 1: Each request will be prorated by the ratio of the capacity available divided by the total requested capacity for the total term.
- Step 2: Due to the variable dynamic nature of the TransGas system, in the event that the total requested amount is greater than the system capacity at the requested delivery location, TransGas reserves the right to award amounts based on system hydraulic capacity and pro rata share.
- Queue deposit will be waived.
If service is requested for a new location that does not currently receive gas delivery service (i.e. new land location in lieu of existing meter code) TransGas will be in contact to discuss options for new future facilities.
After the submission of the Request for Firm Delivery Service Form is received by TransGas, the customer will be obligated to accept awarded amounts equal to or less than their requested maximum capacity provided that the awarded amount is greater or equal to the requested minimum capacity indicated on the Request for Firm Delivery Service Form.
TransGas shall notify interested parties by January 24th, 2020 regarding the amount of service allocated to their firm service request, if any. TransGas will enter the successful contract into the TransGas Electronic Business System (QPTM) on the customers’ behalf.
Please note that TransGas will not be processing any Requests for Service for incremental Firm capacity for meters within the Open Season Area as shown in the TransGas map below until after the Binding Open Season bids have been awarded. If capacity remains after the close of the Binding Open Season future Requests for Service will be awarded on a first come first serve basis through the My TransGas Business System.
