South East Saskatchewan Receipt Service Binding Open Season for Remaining Available Capacity

Binding Open Season Package for South East Saskatchewan Receipt Service (June 12, 2019 to June 25, 2019)
TransGas Limited (TransGas) hereby announces a Binding Open Season for South East Saskatchewan Receipt Service to solicit commitments from new and existing receipt service customers for potential receipt projects for immediate remaining capacity in the area as shown on the TransGas map below.
This Binding Open Season is being conducted pursuant to the terms and conditions contained within the TransGas Comprehensive Tariff (the Tariff), as amended herein. In the event of a conflict, this notice shall prevail.
This Binding Open Season shall address the immediate available capacity of 5,000 GJ/d of long term firm receipt transportation (R 11.0). Please note, there is an additional 2,000 GJ/d of immediate short term firm receipt transportation service (R 11.1) available between July 1, 2019 and April 30, 2020. The Open Season response period shall commence immediately and will close on June 25, 2019 at 12:00 p.m. Saskatchewan time.
Binding Open Season Background and Actions
TransGas continually assesses its system and customer specific facilities to enable transport service to meet growing demand. Based on the response to the May Binding Open Season, TransGas has seen an increased demand for TransGas receipt service and is prepared to offer an additional 5,000 GJ/d of firm receipt capacity in the south east area. TransGas is hereby announcing a Binding Open Season to obtain commitment from receipt service customers with focus in south east Saskatchewan as shown on the TransGas map below.
This Binding Open Season will provide an opportunity for customers to obtain long term and short term firm receipt service in the south east area of Saskatchewan, which is presently a constrained area, effective July 1, 2019. Customers who are flowing Interruptible Transportation (IT) for receipt service in this area have the potential to be curtailed. Interested customers are asked to submit their binding firm receipt commitments as outlined herein and TransGas will determine next steps to provide service.
Binding Open Season Process
1) Request for Firm Receipt Service Form:
Each customer participating in the Binding Open Season that wishes to commit to firm receipt service effective July 1, 2019, must complete and return the Request for Firm Receipt Service Form. This form shall specify the following, as required therein:
- TransGas meter code
- Requested receipt volumes/capacity
- Effective date of service
- Term
The minimum contractual commitment required to qualify for this long term firm Binding Open Season is a one year term with an R 11.0 contract. An additional 2,000 GJ/d of immediate short term firm receipt transportation service is available between July 1, 2019 and April 30, 2020 with an R 11.1 contract.
The Open Season commences immediately and will close at 12:00 p.m. Saskatchewan time on June 25, 2019 for immediate available capacity. The completed Request for Firm Receipt Service Form must be returned no later than 12:00 p.m. Saskatchewan time on Tuesday, June 25, 2019. Customers may submit requests for more than one receipt service and/or location. Submissions may be submitted via e-mail to TransGas.
TransGas will acknowledge the successful receipt of your submitted Request for Firm Receipt Service Form.
2) Assessment and Service Offering
Immediately following the close of the Binding Open Season, TransGas will review the service requests received from the submitted Request for Firm Receipt Service Form, together with existing receipt service quantity allocations, in accordance with its Queue Policy.
Binding Open Season requests will be considered as official firm receipt service requests and new capacity will be allocated to all parties expressing an interest. All queue positions will receive the same priority provided they were submitted during the Open Season and in accordance with the terms hereof.
The terms governing this receipt transport service will be as follows:
- Effective date is July 1, 2019 for both types of service offerings.
- Awarded on a prorated bases
- Each request will be prorated by the ratio of the capacity available divided by the total requested capacity for the total term.
- Minimum one year term via R11.0, effective July 1, 2019
- Minimum 10 month term via R11.1, for a July 1, 2019 to April 30th, 2020 period
- Bids by entities or their affiliates cannot exceed the capacity of 5,000 GJ/d (via R.11.0)
- Bids by entities or their affiliates cannot exceed the capacity of 2,000 GJ/d (via R.11.1)
- Each request will be prorated by the ratio of the capacity available divided by the total requested capacity for the total term.
By virtue of the submission of the Request for Firm Receipt Service Form hereto, the customer will be obligated to accept prorated amounts less than the requested receipt service quantity providing that TransGas is able to allocate quantities that are less than the receipt service request but greater than the minimum allocated request.
TransGas shall notify interested parties regarding the amount of service allocated to their firm service request, if any. TransGas will enter the successful contract into the TransGas Electronic Business System (QPTM) on the customers’ behalf.
Please note that TransGas will not be processing any Requests for Service for incremental Firm capacity for meters within the Open Season Area as show in the TransGas map below until after the Binding Open Season bids have been awarded. If capacity remains after the close of the Binding Open Season future Requests for Service will be awarded on a first come first serve basis through the My TransGas Business System.
